99 Ram Downshifting at 45mph

Since I have been doing a lot of riding lately (woohoo), I remember an ongoing issue with my dad's 99 ram 2500 pickup 4wd 5.9L Turbo diesel with Auto Trans.. Around 45mph it surges, downshifting and upshifting. I have heard everything from grounds, pcm, internal components, etc. Has anyone ever had this problem and how did they fix it?

Understeer is when you hit the wall with the front of the car and oversteer is when you hit the wall with the rear of the car.
Horsepower is how fast you hit the wall and torque is how far you take the wall with you.
