I used it once at home for like 10 minutes and was ready to toss it down the sewer. Sound is only a perceived thing, so if no one is there to transfer the air wave modulation into an electrical signal and then read that signal as sound, then it technically doesn't actually make a sound. You're splitting hairs. By your definition nothing "makes" sound and therefore negates the entire question. If the question was posed scientifically ...

The answer would be yes.
But, to the original question ...
If drivers gather and knock over cones in Pelham and the results are not posted online ... does someone still show up and complain about Civic Center parking?

That's the thing though, "sound" waves are just pressure waves in the air. They require a specialized receptor to be picked up, interpreted, and then understood as a sound. So if nothing can change the pressure change into stimulus, there is no sound. We would consider it true as well if the tree made a sound that was far below our threshold to hear, we might feel a shake, but we wont hear anything, therefor no sound. Same with dog whistles. This argument has turned into "what is the definition of the word 'sound'?" It can be solved by looking it up in the dictionary, unless there is discrepancy between dictionaries.
